10.2 Food, Farming, Fisheries and CAP (common agricultural policy)

10.2.1.  Farming and Common Agricultural Policy

10.2.1.1. Promote landscape-scale conservation, using reform from the CAP with improved agri-environment schemes and the planning system.

10.2.1.2. Foster environmentally sustainable agriculture, land management and secure food supply by supporting valid, rigorous and reliable research into all areas and types of farming including organic.

10.2.1.3. Encourage farming to operate in 'fair trade' conditions, which guarantee a decent livelihood for farmers at home and also in countries that export food to the UK.

10.2.1.4. Work to reduce food imports and increase home and local food production.

10.2.1.5. Increase localisation of the food chain and encourage direct sales via local markets; support fair trade for farmers and enable them to gain independence from disadvantageous contracts with supermarkets by strengthening the powers of the supermarket ombudsman.

10.2.1.6. Hospitals and Schools to buy direct from local suppliers and encourage a greater diversity within the local farming community.

10.2.1.7. Introduce effective science-led ways of controlling bovine TB including by investigation to produce workable vaccines in line with TB Eradication Strategy.

10.2.2. Fisheries Policy

10.2.2.1. Work to ensure sustainable fishing policies, leading to sustainable fishing communities, at both the national and European levels as appropriate.  In particular, fishing quota allocations should reward local sustainable fisheries.

10.2.3. Food

10.2.3.1. Introduce a National Food Strategy to promote the production and consumption of healthy, sustainable and affordable food.  Our strategy will increase the use of locally and sustainably sourced, healthy and seasonal food, including in public institutions like schools and the NHS, implementing and expanding Defra's Plan for Public Procurement.

10.2.3.2. Continue to support the Groceries Code Adjudicator. We will allow the adjudicator to use discretion when holding a supermarket responsible for the treatment of suppliers so they can help ensure farmers get a fair price.

10.2.3.4. Ensure that the Food Standards Agency is adequately resourced to ensure food safety standards and strengthen food fraud surveillance.

10.2.3.5. Help farmers and growers compete internationally by continuing to reduce the administration and regulatory burden and developing an Animal Disease Strategy to reduce risks and costs of animal disease.

10.2.3. Fisheries

10.2.3.1. Fully implement recent reforms of the Common Fisheries Policy, working with industry and others to develop a national plan for sustainable UK fisheries, with fair treatment for the inshore small boat fleet.
