2.3 National Funding and Revenue Formulas

2.3.1 Educational Funding

2.3.1.1. All education including sports and recreation activities for the under 21's will be free and state sponsored including regional and national competitions. We will also restore free funded residential centres and Youth Centres/ Youth clubs for our children so they can widen their experiences of life in safe circumstances and enhance their education beyond the confines of the home or city

2.3.1.2. State to publicise ‘lifetime’ education – allowing people to return to University/College to retrain for new careers when required, release potential in all citizens.

2.3.1.3 All university and college properties will be fully maintained and open to the general public 24/7 - 365 days a year and be equipped with the most modern facilities to encourage sporting excellence.

2.3.1.4.  Protect the education budget in real terms from the early years to the age of 19.  We will at least protect the school's Pupil Premium in real terms, consider carefully the merits of extending the Premium and introduce a fair National Funding Formula.

2.3.1.5.  Establish a review of higher education finance within the next Parliament to consider any necessary reforms in the light of the latest evidence of the impact of the existing financing system on access, participation (including low-income groups) and quality.

2.3.1.6. A review of higher 3education funding which will cover undergraduate and postgraduate courses, with an emphasis on support for living costs for Students, especially from disadvantaged backgrounds.

2.3.1.7. Set up a review into the VAT treatment of Sixth Form Colleges and FE Colleges to ensure fair treatment in relation to the public/private schools sector.

2.3.2. Education Structure

2.3.2.1.  Establish an independent Education Standards Authority (ESA) entirely removed from Ministerial interference.  The ESA will be responsible for curriculum content and examination standards.
