6.4 Prisons and Probation services incl. Reform

6.4.1. Prison Rehabilitation and Reform

6.4.1.1. Custodial sentences to be removed and replaced by a system of imprisonment until fully rehabilitated.

6.4.1.2. Rehabilitation committee will judge if the prison will re-offend – if not the prisoner can be released, if unsure then they stay in prison.

6.4.1.3. Only convicted prisoners that are believed to be dangerous to the public to be remanded in custody – all others to be tagged and released for daily reporting to Police Stations and/or rehabilitation centres current known as Open Prisons

6.4.1 4. All convicted criminals will has sentances that include community work and loss of privileges such as luxury goods, holidays, etc. as part of the rehabilitation.

6.4.1.5.  Education and training to be key to rehabilitation to offer alternatives to crime as an occupation.

6.4.1.6.  Prioritise prison for dangerous offenders and those who commit the most serious offences with increased use of tough noncustodial punishments including weekend or evening custody, curfews, unpaid work in the community and GPS tagging. This will enable us to introduce a presumption against short-term sentences that will help reduce the prison population and cut crime.

6.4.1.7.  Extend the role of the Youth Justice Board to all offenders aged under 21, give them the power to commission mental health services and devolve youth custody budgets to Local Authorities.

6.4.1.8. Reform prisons so they become places of work, rehabilitation and learning, with offenders receiving an education and skills assessment within one week, starting a relevant course and programme of support within one month and able to complete courses on release.

6.4.1.9. Improve prison governance and accountability with a new value added measure to assess progress in reducing reoffending, providing education and tackling addiction and mental health issues, enabling good prisons to earn greater autonomy. We will strengthen the independence of the Chief Inspectors of Prisons and Probation.

6.4.1.10. Provide experts in courts and police stations to identify where mental health or a drug problem is behind an offender’s behaviour so they can be dealt with in a way that is appropriate. We will pilot US-style drug and alcohol courts.

6.4.1.11.  Strengthen the ‘realistic prospect of custody’ test to reduce the use of remand for suspected offenders who can be safely monitored in the community and are unlikely to receive a prison sentence if found guilty.



6.4.2. Prison Service Structure

6.4.2.1. Prison services and staff to be taken out of private ownership

6.4.2.2. Prisons to be sold off or down sized to fund the new Open Prisons/Rehabilitation Centres.
